It represents the latest chapter in Sammy's long association with the franchise.
He replaced Shahid Afridi as captain after a single season and guide Zalmi to three successive finals which started with victory in 2017.
Sammy then served as head coach for two campaigns, which included another defeat in the final to 2021 champions Multan Sultans.
Foster guided Zalmi to the playoffs, losing to Islamabad United in the Eliminator, in his only season in charge.
A year away allowed Sammy to focus on coaching St Lucia Kings in the Caribbean Premier League. They too reached the Eliminator before being defeated by eventual champions Jamaica Tallawahs.
The eighth edition of the PSL will be staged between February 9 and March 2023, the PCB confirmed last month.
